AWS cli: Add 'misconfigured' status to S3 Files file system output
Summary
Adds a new `misconfigured` value to the fileSystems status list in the list-file-systems CLI reference, and bumps the CLI reference version from 2.38.2 to 2.38.3.
Security assessment
The only substantive change is a new `misconfigured` status value for file systems, which surfaces a configuration problem to operators but documents no vulnerability, authz, or encryption behavior. Not security documentation; the rest is a routine version bump.
