AWS cli: GovCloud availability note for GetMetricWidgetImage + CLI version bump
Summary
Adds a note that the GetMetricWidgetImage operation is unavailable in AWS GovCloud (US) Regions and fails there, plus a boilerplate AWS CLI version bump from 2.38.1 to 2.38.2 in the header/footer links.
