Summary

Adds the IpAddressType parameter to the update-vpc-origin command syntax (shorthand and JSON) and output docs, and bumps the CLI reference version to 2.38.1.

Security assessment

Adds a new IP address type configuration parameter; it is a functional API addition, not a security fix or hardening guidance.
