AWS cognito: Add service endpoints link and update nav label
Summary
Adds a cross-reference to the AWS General Reference service endpoints page for the user pools API by Region, and renames a navigation entry from 'Updating a user pool and app client' to 'Authorization with Amazon Verified Permissions'.
Security assessment
The added line is a documentation cross-reference to endpoint listings and the other change is a table-of-contents label rename. Neither documents a vulnerability, fix, or security control, so this is a non-security editorial change.
