AWS eks: Refresh sample versions and EBS CSI policy ARN in add-on IAM info

Summary

Updates the example Kubernetes/cluster versions and add-on version to current values and corrects the recommended managed policy ARN to `arn:aws:iam::aws:policy/AmazonEBSCSIDriverPolicyV2`.
