AWS resilience-hub: AZ recovery test duration minimum and new EBS I/O pause action
Summary
Adds a 10-minute minimum test duration, changes stop-instances so instances restart 5 minutes before test actions end, and documents a new aws:ebs:pause-volume-io action that pauses I/O on persistent EBS volumes in the impaired AZ.
