AWS eventbridge: Add EventsV2 quotas including resource policy size per event bus
Summary
Adds six new EventsV2 service quota rows covering event group throughput, event buses, event sources, events per second per custom bus, resource policy size per event bus, and subscribers per V2 event bus.
Security assessment
This is purely a service-quota reference update. The resource policy size quota is tangentially access-control related (resource policies govern cross-account bus sharing) but the change documents limits, not a vulnerability, fix, or security feature.
