AWS pcs: Update AWS PCS Slurm installer version to 26.05
Summary
Bumps the Slurm installer version references from 25.11.8-1 to 26.05.4-1, updates download URLs, GPG signature examples, tarball names, install paths, and clarifies the region placeholder wording (us-east-1).
Security assessment
This is a routine version bump of the Slurm installer and region placeholder wording. The GPG key import and signature verification steps are pre-existing and unchanged in substance; no new vulnerability or security control is introduced.
