AWS mgn: Add Hanoi and Athens Local Zones to local snapshot support list
Summary
Expanded the list of Local Zones where MGN supports storing EBS snapshots locally, adding Hanoi (ap-southeast-1-han-1a) and Athens (eu-central-1-ath-1a) alongside Istanbul.
