AWS imagebuilder: Add macOS ARM64 AWSTOE download and simplify region list
Summary
Adds a row for macOS 11.x (Big Sur) and later ARM64 AWSTOE binary download URL, and replaces the explicit list of supported Regions with a statement that AWSTOE is available in all Regions where EC2 Image Builder is available, linking to the AWS General Reference.
Security assessment
The change only adds a platform download URL for macOS ARM64 and consolidates the Region availability list into a reference link. It is purely informational about binary distribution and does not address any vulnerability, credential, encryption, or access-control concern.
