AWS general: Add AppConfig treatments-per-experiment service quota

Added a new service quota row for the maximum number of treatments per experiment in AppConfig, including approval limits and guidance.

The current maximum approval limit is 50 treatments per experiment. Using fewer treatments maximizes statistical power. Limit increase requests will be automatically approved for values less than or equal to 15.
