AWS eventbridge: Note on Custom Event Bus subscriber targets and universal target

Summary

Adds a note that on the Custom Event Bus a target belongs to a subscriber (one target per subscriber, configured in InvokeConfiguration) and that a subscriber can invoke any supported AWS API action via a universal target; removes the Inspector assessment template target bullet.
