AWS aurora-dsql: Aurora DSQL doc-history entries added; steering page renamed
Summary
Adds five new change-log rows (CDC envelope versioning, CREATE/ALTER FUNCTION, partial indexes, batched nested-loop joins, server-unavailable troubleshooting) and updates the title of the Aurora DSQL steering page to 'Plugins, skills, and powers'.
