AWS AmazonRDS: Add PostgreSQL 19 Beta 4 column to RDS extension matrix
Summary
Adds a new '19 Beta 4' column to the supported PostgreSQL extension table for Amazon RDS for PostgreSQL version 19 preview, updates the version references across all extension rows (e.g. pg_partman 5.5.0, pgAudit 19, pg_transport 1.0, mysql_fdw, tds_fdw, plv8), and notes that preview documentation now covers Beta 4.
Security assessment
