AWS AWSEC2: Add Debian 13 support to EFA/NCCL setup instructions
Summary
Adds Debian 13 to the supported base AMI list and provides Debian 13-specific commands for installing CUDA/NVIDIA drivers, cuDNN, and NVIDIA Fabric Manager, alongside existing Debian 12 steps.
Security assessment
The diff only extends OS compatibility documentation and package install commands for Debian 13. It does not address any vulnerability, credential handling, or security control.
