Updated CLI version from 2.35.3 to 2.35.5 and repositioned --cli-input-json/--cli-input-yaml flag documentation

Security assessment

Version update and documentation reorganization. User tagging isn't directly security-related, and changes contain no security fixes or new security guidance. Repositioning flag descriptions doesn't impact security posture.
