AWS cost-management documentation change

Summary

Updated the list of resources for which Cost Optimization Hub generates recommendations. Added Amazon RDS DB instances, RDS DB instance storage, Aurora DB cluster storage, ElastiCache cluster, MemoryDB cluster, DynamoDB table, DocumentDB cluster, SageMaker endpoint, and WorkSpaces. Reorganized existing resources and changed section title.

Security assessment

Changes only update the list of supported resources and modify section headings. No security-related content added or modified.
