Summary

Restructured quota increase documentation to differentiate between bedrock-runtime and bedrock-mantle endpoints, removing detailed instructions about legacy models and quota request conditions.

Security assessment

This change reorganizes quota request procedures without introducing security content. The removed sections about model lifecycle and traffic consumption requirements were operational guidelines, not security fixes or vulnerabilities.
