Summary
Added project/tutorial tags to Neptune-related resources including VPC, subnets, security groups, route tables, and database components
Security assessment
Changes exclusively introduce resource tags for categorization. Security group rules and encryption settings remain unaffected. No evidence of security vulnerability fixes or new security features.
