Added 'project=doc-smith' and 'tutorial=amazon-neptune-gs' tags to VPC, internet gateway, subnets, route table, security group, and Neptune resources.

Security assessment

Modifications only involve tagging resources for better organization. Security group rules and other configurations are unaltered, with no evidence of security fixes or documentation.
