AWS code-library documentation change
Summary
Added consistent resource tagging to all created Neptune resources (VPC, subnets, security groups, DB instances) with project and tutorial identifiers.
Security assessment
Changes exclusively add organizational tags (project=doc-smith/tutorial=amazon-neptune-gs) to resources. No security configurations, vulnerability fixes, or access controls are modified. Tagging supports resource management but doesn't introduce or document security features.
