Security assessment

This change adds documentation for a new operator ($toDecimal) that converts values to Decimal128 data type for precise decimal arithmetic. The code examples include standard TLS connection parameters (tls=true, tlsCAFile=global-bundle.pem) which are already documented security best practices for DocumentDB connections, but this is not introducing new security documentation. There is no evidence of addressing a specific security vulnerability or incident.

+The `$toDecimal` operator in Amazon DocumentDB is used to convert a value to the Decimal128 data type. This is useful when you need to perform precise decimal arithmetic or handle large decimal values that cannot be accurately represented using the Double data type.

+  * `expression`: The expression to convert to the Decimal128 data type.
