Summary

Updated the list of unsupported AWS regions, now only excluding 'China (Ningxia)' region (previously excluded several others).

Security assessment

This change expands regional availability for a rule checking if Lambda functions are inside a VPC. It reflects increased service availability but does not address a security issue or add security documentation.
