Increased maximum allowed accounts for IAM Identity Center deployment from 10 to 20 per AWS Region.

Security assessment

This is a quota increase with no security context. While IAM Identity Center is security-related, the change only adjusts operational limits without addressing vulnerabilities or adding security documentation.
