Updated MTU size documentation for Direct Connect connections to Local Zones and between EC2 instances in Local Zones and parent Regions

Security assessment

The changes update network performance specifications (MTU sizes) without addressing vulnerabilities or security controls. No security implications or evidence of security issues are present in the diff.
