AWS config documentation change
Summary
Updated supported regions list and reorganized backup parameter documentation (moved backupRetentionPeriod and preferredBackupWindow sections).
Security assessment
Change updates region exclusions and reorganizes existing backup parameters. No security vulnerability or weakness is addressed. Backup features are security-related but this change doesn't add new security documentation.
