Summary

Fixed URL formatting by adding double slashes in documentation links for IAM, EC2, and Systems Manager references

Security assessment

The changes correct URL paths but do not introduce or modify security-related content. The IAM best practices link remains the same in content, only the URL syntax is adjusted.
