Summary

Updated AWS CLI version and added new VPN concentrator and SQL HA commands: create-vpn-concentrator, delete-vpn-concentrator, describe-vpn-concentrators, disable-instance-sql-ha-standby-detections, enable-instance-sql-ha-standby-detections

Security assessment

Adds new VPN concentrator management commands and SQL HA detection features, but doesn't document security fixes or vulnerabilities. SQL HA features relate to availability, not explicit security.
