AWS cli high security documentation change
Summary
Updated CLI version reference from 2.28.16 to 2.28.19. Added identical Amazon Linux 2023 (GPU) AMI documentation and EKS AL2 end-of-support warnings as in create-compute-environment.md.
Security assessment
Contains the same end-of-support warning for EKS AL2 AMIs that impacts security patch availability. The documentation update serves to alert users about future security maintenance risks.
