Added entries for RDS Oracle bare metal support, MariaDB 11.8 support, and ECDSA cipher suites/ECC certificates support for Oracle

Security assessment

The ECDSA cipher suites/ECC certificates addition documents enhanced cryptographic security features (stronger encryption algorithms), but there's no evidence of addressing a specific vulnerability. This is a security feature enhancement.
