Summary

Updated documentation about rule name validation in WAF rule group overrides, clarifying different behaviors between managed and customer-owned rule groups. Also updated CLI version reference from 2.28.15 to 2.28.16.

Security assessment

The change enhances documentation about proper rule name validation to prevent misconfigurations. While it doesn't fix a specific disclosed vulnerability, it adds security-relevant guidance about silent failures in managed rule groups versus explicit failures in customer-owned groups.
